The 30th National High School Manga Championships(Manga Koshien) Implementation Outline for Schools from Overseas

1  Aims
As a prefecture that has produced many well-known manga artists, we will be holding an event through which information about manga, which is regarded as a valuable cultural resource, can be transmitted both within and out of the country. While promoting the "Manga Kingdom Tosa", we also support interactions between regions and generations, as well as cultural activities amongst high school students.

Main Round:6 and 7 August 2021 (Fri and Sat)

Preliminary Round:Kochi Prefectural Office Hall (1-2-20 Marunouchi, Kochi City) Around Tokyo City
Main Round Revival Round:Cul-port, Kochi City Culture-Plaza (2-1 Kyuhanda, Kochi City)
Revival Round:Kochi Castle Museum of History (2-7-5 Otesuji, Kochi City)

 

4 Eligibility

  • For entries from within Japan, students up to their third year of study in senior high schools,

    upper-secondary curriculums, senior high divisions of special assistance schools, and specialized vocational high schools, as well as students from Special Institutes who have a course term corresponding to senior high schools, are eligible to participate.

  • For entries from outside of Japan, students from Korea, Singapore and Taiwan who are in nationally/regionally-recognized equivalents of (or most closely similar to) Japan's senior high schools are eligible to participate.

  • Only one team can apply per school.

  • Each team should consist of 3-5 students and one teacher who is responsible for escorting the team.
     * The participation of students who do not fit the above criteria will be determined by the host organization, upon discussion.
    * If a team does not consist of 3-5 members, it may be disqualified.

 

5 Guidelines for the Preliminary Round Entries

  • Entries are to be submitted online via the “Manga Koshien Preliminary Entries” website. URL of Website: To Be Announced

  • Choose one of two themes (to be announced in April) and produce a manga based on that theme::「rebound」、「〇〇 at home」

  • The manga should be of B4 size (257mm x 364mm, in any orientation)

  • The manga should be jointly drawn by all students registered in the application form.

  • Each school should only submit one entry.

  • The deadline for the preliminary round entries is 6 June 2021 (Sun) at 24:00hrs.

    * If for any reason you are unable to apply online, please contact the secretariat.           
    * Failure to meet the above requirements may result in disqualification.

 

6 Judging of the Preliminary Round

Date & Time: 18 June 2021 (Fri) 10:00 onwards
Venue:Kochi Prefectural Office Hall, Around Tokyo City
           * both venues will be connected online
Judges:Professional Manga Artists, etc. (6 people)
Judging Method:Voting and Discussion
Number of Finalists: 40 schools (37 from Japan, 1 from Korea, 1 from Singapore, 1 from Taiwan)
Reserves:8 schools (5 from Japan, 1 from Korea, 1 from Singapore, 1 from Taiwan) Results                 Published:18 June 2021 (Fri) on the “Manga Kingdom Tosa Portal Site”

         * In the event that a finalist school is unable to participate in the finals, a reserve school will be promoted to a finalist and be asked to participate instead.
         * Schools that pass the preliminaries will be sent a “confirmation of intent to participate in the main round” letter by fax or email from the Manga Koshien Office after 16:00 on the day of the judging.

 

7 Main Round

(1) Conditions for participation

  • Participating Students: Only students registered in the application form

         * Changes or an increase in participating students is not permitted

         * Only a decrease in participating students is allowed in the case of unavoidable circumstances, such as health issues.

         * If, due to a reduction in the number of students, the participating team fails to meet the minimum participatory qualifying criteria of 3 students per team, the host organizers will make a decision after a discussion.

  • Escort: Participating schoolʼs staff
  • Participation Fee: JPY 30,000 per participant

         * Payment to be made to the designated account by the stated date *The number of participants includes the escort
         * Part of this fee is allocated to cover travel expenses

  • Travel Arrangements: Done by Host Organizers

         * For accompanying students or school staff who are not the official participants, they will have to pay their own transport and accommodation costs.

    Adjournment - 24:00 Eliminated schools work on a new project for the revival match

  • 7 August 2020 (Saturday)
    8:00 - 9:00 Public voting for works submitted in the revival match
    9:15 - 9:45 Judging of the revival match
    10:00 - 10:30 Announcement of results and judges' comments (schools revived are to make their way to the main competition arena by 10:30)
    10:30 - 16:00 Finals
    16:05 - 16:45 Judging of finals
    17:00 - 18:00 Prize Presentation, Closing Ceremony

  • 8 August 2020 (Sunday)
    10:00 - 14:00 Large Talking and Mingling Session
    Return Journey (those wishing to extend their stay will have to bear the extra costs of accommodation, etc. by themselves)

(3) Outline of  the competition

  • Semifinals

         o Competing schools: All 40 finalists
         o Venue: Each school's booth in the competition hall
         o Theme: One of the five previously notified themes will be chosen o Drawing size: B2 size
         o Time limit: 5 hours 30 minutes
         o Results released: 6 August 2021 (Fri), 17:00
         o Number of schools selected for the final round: 20 schools

  • Revival Match

         o Competing schools:20 schools that did not pass the semifinals
         o Venue:Each schoolʼs respective accommodation
         o Theme:One of the five previously notified themes will be chosen
         o Drawing size:A2 size
         o Time limit:From the end of the semifinals until 24:00 of the same day (i.e. 6th Aug)

         * Entries will be collected by the competition staff at the accommodation facilities.
         o Public Vote: 7 August 2021 (Sat) at the North Stage of Kochi Castle Museum of History
         * The entry with the highest number of votes will receive the Obiyamachi Prize, and an extra vote during the judgesʼ voting process.

         o Results released:7 August 2021 (Sat), 10:00
         o Number of schools revived for the finals:5 schools

  • Finals

         o Competing schools:20 from the semifinals and 5 from the revival match o Venue: Each school's booth in the competition hall
         o Theme:One of the five previously notified themes will be chosen
         o Drawing size:B2 size
         o Time limit:5 hours 30 minutes
         o Results released         7 August 2021 (Sat), 17:00

  • Large Talking and Mingling Session

         o Participants:Students in the main competition and their escort teachers 
         o Date and Time: 8 August 2021 (Sun), 10:00 - 14:00
         o Venue:Competition hall (main competition venue)

         o Guest Judge Prize (one work selected from all works submitted during the semifinals, revival match, and the finals)

(5) Scoutship Development Program

Students who catch the eyes of scouts sent to the arena from major publishing companies will get the chance to receive training and guidance on becoming professional manga artists. *Students from overseas schools are required to communicate with the publishing companies directly, instead of through the Manga Kingdom Tosa Promotion Division.

9 Judging Process

The judging occurs primarily with judges casting votes.

(1) Preliminary Round Judging Process

  • 37 local schools will be selected to participate in the main round, and 5 reserve schools will also be selected (with ranking).
  • 1 school each will be selected from Korea, Singapore, and Taiwan, with 1 reserve school each.
  • Judging is done by voting and discussion.
  • In the event of multiple works with equal number of votes, the judges will decide the result by discussion.

(2) Semifinals Judging Process

Each judge has 20 votes, and they will place one vote per work of their choice.
Works with the highest number of votes qualify for the main round.
In the event of multiple works with equal number of votes, the judges will decide the result by discussion.

(3) Revival Match Judging Process

  • Each judge has five votes, and they will place one vote per work of their choice.
  • One vote will be added to the work that received the highest number of public votes.
  • Works with the highest number of votes qualify for the finals
  • In the event of multiple works with equal number of votes, the judges will decide the result by discussion.

(4) Finals Judging Process

  • For the judging of the finals, decisions will be made for the following awards from 1 to 9. 1 Top Prize 2 Second Prize 3 Third Prize 4 Judges' Pick Prize 5 Manga Kingdom Tosa Promotion Association Chairperson Prize 6 Mitsubishi Electric Prize 7 ANA Prize 8 Kochi Prefecture High Schools Cultural Association President's Prize 9 Kochi Prefecture and Municipalities Promotion Association Prize.
  • Prizes 1 to 3
    Each judge has three votes, and they will place one vote per work of their choice
    Prizes are determined in order of works receiving the most votes.
  • Prizes 4 to 9
    Each judge has six votes, and they will place one vote per work of their choice.
    Six works receiving the most votes will be selected, and their corresponding award.
    The six works receiving the most votes will be selected, and their corresponding award will be decided according to the wishes of the respective sponsors.
    In the event of multiple works with equal number of votes, the judges will decide the result by discussion.

 

10 Other

  • The copyright of works created during the preliminary round and the main round will belong to the host organization.
  • Works created during the preliminary round and the main round will not be returned.
  • Teams are free to choose the color, panel layout, and the tools used to create the works, including digital technology.
  • Be sure to create a flat surface work.
  • Be careful to avoid violation of third-party copyright, image rights, privacy rights etc. in your work. The adding on of photographs or identical copies of materials that would constitute a copyright violation is prohibited.
  • In the event of any problems arising from infringement of rights, the school concerned must bear the full responsibility, and the host organization will not be liable for any losses or reparations that may result.
  • There will be media coverage and filming at the main round.
  • Footage taken may be used to publicise the event (e.g. in newspapers, on the TV, on the internet, on websites, etc.)
